Why does water only appear in my crawl space after heavy rain?

That's runoff or groundwater overwhelming the soil's drainage capacity — extremely common here given our clay soils and storm intensity. An interior French drain intercepts it before it pools.

Do I need a sump pump?

Can you waterproof from the outside instead?
